जब खड़गे ने आवंटित समय से अधिक समय लिया तो उपसभापति ने प्रस्ताव पेश करने के लिए तोमर को बुलाया। तोमर ने प्रस्ताव पेश किया और विधेयक को पारित करने के लिए पेश करते हुए कहा कि तीन कानून किसानों के लाभ के लिए लाए गए थे। उन्होंने खेद व्यक्त किया कि सरकार आंदोलनकारी किसानों को कानूनों के लाभों के बारे में नहीं समझा सकी। उन्होंने कानूनों पर “दोहरे मानदंड” अपनाने के लिए कांग्रेस पर भी हमला किया, क्योंकि अपने स्वयं के चुनावी घोषणापत्र में कृषि क्षेत्र में सुधारों की आवश्यकता के बारे में बात की गई थी।
