10 सरकारी बैंकों के साथ की 1,530 करोड़ रुपये की धोखाधड़ी, इन बड़े लोगों के नाम आए सामने

सीबीआई (Central Bureau of Investigation) ने सार्वजनिक क्षेत्र के 10 बैंकों के ग्रुप से कथित तौर पर 1,530 करोड़ रुपये की धोखाधड़ी करने के संबंध में लुधियाना की एसईएल टेक्सटाइल लिमिटेड (SILT) और इसके डारेक्टरस के खिलाफ मुकदमा दर्ज किया गया है। इस कंपनी ने उन कंपनियों के जरिये से धन की धोखाधड़ी की थी जिनमें से एक का नाम पनामा पेपर्स खुलासे में कथित रूप से सामने आ चूका है। सीबीआई (Central Bureau of Investigation) की प्राथमिकी में कंपनी के डारेक्टरस – राम शरण सलूजा, नीरज सलूजा और धीरज सलूजा के नाम शामिल हैं। साथ ही कुछ ओर लोगों के खिलाफ भी मुक़दमे दर्ज किये गए है।
CBI ने किया मुक़दमे दर्ज
मुक़दमे दर्ज करने के बाद सीबीआई (Central Bureau of Investigation) ने लुधनिया में आरोपी डारेक्टरस के कार्यालय और उनके घरों की तलाशी ली। सीबीआई ने सेंट्रल बैंक ऑफ इंडिया (SBI) की शिकायत पर कार्रवाई करनी शुरू की। बैंक ने ये आरोप लगाया था कि कंपनी और उसके डारेक्टरस ने बैंकों के साथ हेराफ़ेरी की है और उसके लिए आपराधिक साजिश भी रची गयी है। साल 2009-13 के बीच कर्ज के धन का दूसरे काम में प्रयोग किया और इस तरह ग्रुप में शामिल सार्वजनिक क्षेत्र के 10 बैंकों को 1,530 करोड़ रुपये का नुकसान पहुंचाया गया।
बैंक ऑफ महाराष्ट्र को 113 करोड़ रुपये का नुकसान
गत वर्ष सीबीआई (Central Bureau of Investigation) ने एसईएलटी की मूल कंपनी एसईएल मैन्यूफैक्चरिंग कॉरपोरेशन लिमिटेड पर बैंक ऑफ महाराष्ट्र को 113 करोड़ रुपये का नुकसान पहुंचाने को लेकर मुकदमा भी दर्ज किया था। सेंट्रल बैंक ऑफ इंडिया ने ये भी आरेाप लगाया है कि कंपनी ने धन की धोखाधड़ी के लिए ‘संबंधित कंपनियों’ का प्रयोग किया। अपनी शिकायत में इस बैंक ने उन कंपनियों के नाम की सूची दी है जिनके एसईएलटी में बड़े कारोबारी शामिल हैं। उनमें एक ऐसी भी कंपनी है जिसका नाम पनामा पेपर्स लीक में सामने आने का संदेह है। बैंक की शिकायत अब प्राथमिकी का हिस्सा है। बैंक ने बताया है कि ये ‘‘वास्तविक कारोबारी विनिमय नहीं थे.”
इसने बोला गया कि राम शरण सलूजा और नीरज सलूजा भारत में ही रहते हैं जबकि धीरज कंपनी का विदेश में चल रहे कारोबार को देखता है और विदेश में रहता है। सीबीआई (Central Bureau of Investigation) ने आरोपियों के पासपोर्ट को जब्त करने का अनुरोध किया गया है ताकि वे देश से बाहर नहीं जाएं। उन्होंने बताया कि सेंट्रल बैंक ऑफ इंडिया ने बैंक खाते को गैर निष्पादित संपत्ति (NPA) घोषित किया था और बाद में दूसरे बैंकों ने भी यही किया।
बैंकों द्वारा विशेष रूप से ऑडिट कराए जाने के दौरान कंपनी ने कर्ज पुनर्गठन (CDR) की मांग की थी। ऑडिट के दौरान एसईएलटी की तरफ से कुछ गड़बड़ियां मिली थीं लेकिन कंपनी ने ऑडिटरों को कुछ महत्वपूर्ण सूचनाएं नहीं दीं जिसके कारण वे अधिकतर ब्योरे का सत्यापन नहीं कर पाए। बैंक ने भी आरोप लगाया है कि इसके बाद सीडीआर पैकेज से भी कंपनी की माली हालत में सुधार नहीं हुआ। प्राथमिकी में आरोप लगाया गया कि एनपीए घोषित करने के बाद बैंकों ने फॉरेंसिक जांच करायी जिससे बड़े पैमाने पर कर्ज के धन से धोखाधड़ी का पता चला।
