नई दिल्ली/जीजेडी न्यूज: केंद्रीय गृह राज्य मंत्री नित्यानंद राय ने मंगलवार को भारतीय नागरिकों के राष्ट्रीय रजिस्टर पर संसद को लिखित जवाब दिया। उन्होंने कहा कि अभी तक सरकार ने एनआरआईसी को राष्ट्रीय स्तर पर तैयार करने का कोई फैसला नहीं लिया है। राय लोकसभा में तृणमूल कांग्रेस सांसद माला रॉय द्वारा उठाए गए एक सवाल का जवाब दे रहे थे, जिसमें एमएचए से पूरे देश के लिए नागरिकों का राष्ट्रीय रजिस्टर बनाने की स्थिति और एनआरसी से संबंधित काम कब तक किया जाएगा, इसके बारे में बताने के लिए कहा गया था।

नागरिकों का राष्ट्रीय रजिस्टर (NRC) उन सभी भारतीय नागरिकों का एक रजिस्टर है, जिनका निर्माण नागरिकता अधिनियम, 1955 के 2003 संशोधन द्वारा अनिवार्य है। इसका उद्देश्य भारत के सभी कानूनी नागरिकों का दस्तावेजीकरण करना है ताकि अवैध अप्रवासियों की पहचान की जा सके और निर्वासित। इसे 2013-2014 से असम राज्य के लिए लागू किया गया है। भारत सरकार की योजना 2021 में इसे देश के बाकी हिस्सों में लागू करने की है।
31 अगस्त 2019 को प्रकाशित असम के लिए अंतिम अद्यतन एनआरसी में 33 मिलियन (3.3 करोड़) की आबादी में से 31 मिलियन (3.1 करोड़) नाम शामिल थे, 19 लाख (19 लाख) आवेदकों को छोड़कर, उन्हें संभावित रूप से स्टेटलेस बना दिया। सत्तारूढ़ भारतीय जनता पार्टी को अपनी उम्मीदों पर खरा नहीं उतरा क्योंकि कई वैध नागरिकों को बाहर रखा गया था जबकि कई अवैध प्रवासियों को शामिल किया गया था।
भाजपा ने 2019 के भारतीय आम चुनाव के लिए अपने चुनावी घोषणा पत्र में पूरे भारत में एनआरसी लागू करने का वादा किया है। 19 नवंबर, 2019 को गृह मंत्री अमित शाह ने राज्यसभा में घोषणा की कि एनआरसी पूरे देश में लागू किया जाएगा
नागरिकता नियम, 2003 के अनुसार केंद्र सरकार राष्ट्रीय जनसंख्या रजिस्टर (NPR) तैयार करने और उसमें एकत्रित आंकड़ों के आधार पर NRC बनाने का आदेश जारी कर सकती है. 2003 के संशोधन में आगे कहा गया है कि स्थानीय अधिकारी तब तय करेंगे कि उस व्यक्ति का नाम एनआरसी में जोड़ा जाएगा या नहीं, जिससे उनकी नागरिकता की स्थिति तय होगी। पूरे भारत में इस अभ्यास को करने के लिए किसी नए नियम या कानून की आवश्यकता नहीं है।
