सरस्वती हेरिटेज डेवलपमेंट बोर्ड: मुख्यमंत्री खट्टर ने सरस्वती नदी में छोड़े जाने वाले सभी नालों के निकासी और आदिबद्री में बनने वाले डैम पर बिजली संयंत्र स्थापित करने के काम के निर्देश दिए हैं
हरियाणा के मुख्यमंत्री मनोहर लाल ने सरस्वती नदी में छोड़े जाने वाले सभी नालों के निकासी बिन्दु पर एसटीपी लगाने और आदिबद्री में बनने वाले डैम पर बिजली संयंत्र स्थापित करने की दिशा में काम करने के निर्देश दिए हैं। मुख्यमंत्री आज यहां सरस्वती हेरिटेज डेवलपमेंट बोर्ड की गर्वनिंग बॉडी की बैठक की अध्यक्षता कर रहे थे।
एसएस न्यूज.चण्डीगढ़। हरियाणा के मुख्यमंत्री मनोहर लाल ने सरस्वती नदी में छोड़े जाने वाले सभी नालों के निकासी बिन्दु पर एसटीपी लगाने और आदिबद्री में बनने वाले डैम पर बिजली संयंत्र स्थापित करने की दिशा में काम करने के निर्देश दिए हैं। मुख्यमंत्री आज यहां सरस्वती हेरिटेज डेवलपमेंट बोर्ड की गर्वनिंग बॉडी की बैठक की अध्यक्षता कर रहे थे। इस मौके पर सरस्वती हेरिटेज डेवलपमेंट बोर्ड के उपाध्यक्ष धूमन सिंह किरमच एवं बोर्ड के सदस्य भारत भूषण भारती भी उपस्थित रहे। मुख्यमंत्री ने समीक्षा बैठक के दौरान अभी तक हुए कार्यों की प्रगति के बारे में जाना और इस परियोजना को तय समय सीमा में पूरा करने के लिए कहा। इस नदी को प्रवाह रूप देने के लिए न केवल डैम बनाया जाएगा बल्कि बैराज और छोटे-छोटे जलाशयों का निर्माण भी किया जाएगा। इससे भू-जलस्तर ऊपर आएगा, जिससे न केवल क्षेत्र डार्क जोन से बाहर आएगा बल्कि यह किसानों के हित में भी होगा। मुख्यमंत्री ने सरस्वती परियोजना में प्रस्तावित डैम के निर्माण से सम्बन्धित प्रगति रिपोर्ट ली और डैम के साथ बिजली उत्पादन संयंत्र स्थापित करने के लिए आवश्यक निर्देश दिए। इसके साथ ही हिमाचल प्रदेश के साथ लम्बित विषयों को भी जल्द से जल्द निपटाने को कहा। उन्होने कहा कि चूंकि हम डैम बना ही रहे हैं तो जितना उत्पादन सम्भव हो उतना बड़ा बिजली उत्पादन संयंत्र स्थापित किया ही जाना चाहिए।
आदिबद्री और पिपली में पर्यटन को बढ़ावा देने पर बल
बैठक में बताया गया कि आदिबद्री और पिपली स्थित घाट पर टूरिज्म को बढ़ावा देने के लिए काम किया जा रहा है। आदिबद्री में पर्यटन विभाग की सहायता से कैफेटेरिया स्थापित कर दिया गया है। इसके साथ ही पक्की सडक़ का निर्माण भी हो चुका है। रिवरफ्रंट बनाने की दिशा में भी कार्य किया जा रहा है ताकि पर्यटकों को आकर्षित किया जा सके। इस पर मुख्यमंत्री ने कहा कि हर कार्य को करने के लिए समय सीमा तय करें और उसे निर्धारित समय में पूरा करें। इस दौरान बोर्ड के उपाध्यक्ष धूमन सिंह किरमच सिंह ने कहा कि पर्यटकों को आकर्षित करने के लिए पिपली स्थित घाट को चिडिय़ाघर के साथ जोडऩे के लिए राष्ट्रीय राजमार्ग पर अन्डरपास बनाने की योजना पर काम किया जा रहा है। जिसे जल्द ही पूरा कर लिया जाएगा।
एसटीपी की मॉनीटरिंग का कार्य देखेगा जनस्वास्थ्य विभाग
बैठक में बताया गया कि कई स्थानों पर एसटीपी स्थापित किए जाने के बावजूद चालू नहीं किए जा रहे और गंदा पानी सीधा सरस्वती नदी में डाला जा रहा है। कई जगह एसटीपी लगे होने के बावजूद साफ पानी सरस्वती नदी में सीधा डालने की बजाय फिर से गंदे नाले में डाला जा रहा है और वह पानी सरस्वती नदी में छोड़ा जा रहा है। इस पर मुख्यमंत्री ने कड़ा संज्ञान लेते हुए जनस्वास्थ्य विभाग को एसटीपी की मॉनीटरिंग करने के निर्देश दिए। साथ ही कहा कि एसटीपी के मामलों में फाल्ट फाईडिंग का काम भी जनस्वास्थ्य विभाग के अधिकारी ही देखें। इसमें किसी प्रकार की कोताही नहीं होनी चाहिए।
रिसर्च सैन्टर का खर्च बोर्ड देगा
सरस्वती नदी पर शोध के लिए कुरुक्षेत्र विश्वविद्यालय में चेयर के अंतर्गत स्थापित केन्द्र के लिए खर्च बोर्ड वहन करेगा। इस सम्बन्ध में मुख्यमंत्री ने निर्देश देते हुए कहा कि क्योंकि शोध सरस्वती हेरिटेज डेवलपमेंट बोर्ड के तहत किए जाने हैं। इसलिए इस पर होने वाले खर्च को भी बोर्ड ही वहन करे और बोर्ड द्वारा जारी राशि के खर्च की ऑडिट रिपोर्ट निर्धारित समय पर चेयर द्वारा बोर्ड के समक्ष प्रस्तुत की जाए। इसके लिए उन्होने चेयर के लिए सालाना 20 लाख रुपये और शोध कार्यों (पानी की टेस्टिंग और कार्बन डेटिंग आदि) के लिए निर्धारित करने को कहा।
इस मौके पर हरियाणा के मुख्य सचिव विजय वर्धन, अतिरिक्त मुख्य सचिव संजीव कौशल, टीवीएसएन प्रसाद, देवेन्द्र सिंह के अलावा अन्य वरिष्ठ अधिकारी उपस्थित रहे।
