दोनों पार्टियां 40 सदस्यीय विधानसभा में 21 के बहुमत के निशान से कम होने पर महाराष्ट्रवादी गोमांतक पार्टी (एमजीपी) और निर्दलीय से समर्थन मांगने के विकल्प पर विचार कर रही हैं।
2017 में नतीजों के बाद एमजीपी ने बीजेपी को समर्थन दिया था, लेकिन इस बार उसने टीएमसी के साथ गठबंधन में चुनाव लड़ा था. 2017 में, कांग्रेस सबसे बड़ी पार्टी के रूप में उभरी थी, लेकिन सरकार बनाने में विफल रही क्योंकि बीजेपी ने तेजी से काम किया और एमजीपी, जीएफपी और निर्दलीय के साथ गठबंधन किया।

पंजाब में एग्जिट पोल में आप को पूर्ण बहुमत देने के बावजूद कांग्रेस ने पवन खेड़ा के साथ अजय माकन को पर्यवेक्षक के तौर पर भेजा है. मणिपुर के लिए पार्टी ने छत्तीसगढ़ के मंत्री टीएस सिंहदेव और वरिष्ठ नेताओं मुकुल वासनिक और विन्सेंट पाला को पर्यवेक्षक नियुक्त किया है।
कांग्रेस के भरोसेमंद संकट प्रबंधक
सचिन पायलट के विद्रोह के बाद संकट के समय शिवकुमार को राजस्थान भेजा गया था। उन्होंने 2018 में कर्नाटक के विधायकों के अवैध शिकार को भी रोका था, जिससे सीएम बीएस येदियुरप्पा को फ्लोर टेस्ट से पहले इस्तीफा देना पड़ा था।
