कुलगाम में हमला कश्मीरी पंडित कर्मचारियों द्वारा घाटी से सुरक्षित स्थानों पर स्थानांतरित करने के विरोध के बीच हुआ। 12 मई को चदूरा में पंडित कर्मचारी राहुल भट की हत्या के बाद विरोध प्रदर्शन शुरू हो गए थे। 2008 में समुदाय के पुनर्वास के लिए प्रधान मंत्री पैकेज के तहत घाटी में प्रतिनियुक्त सैकड़ों कश्मीरी पंडित कर्मचारी धरना दे रहे हैं। कश्मीर भर में और अपने कर्तव्यों का बहिष्कार।
पिछले बुधवार को जम्मू-कश्मीर के बडगाम जिले में उनके घर पर आतंकवादियों द्वारा हमला किए जाने पर 35 वर्षीय कलाकार अमरीन भट की गोली मारकर हत्या कर दी गई थी और उसका 10 वर्षीय भतीजा घायल हो गया था, जिसके कुछ दिनों बाद शिक्षक की मौत हो गई थी। अपने टीवी शो के अलावा, भट अपने वीडियो के लिए YouTube और Instagram पर लोकप्रिय थीं।
पिछले मंगलवार को श्रीनगर में आतंकवादियों की गोलीबारी में एक ऑफ-ड्यूटी पुलिस कांस्टेबल सैफुल्ला कादरी की मौत हो गई थी और उसकी नौ वर्षीय बेटी घायल हो गई थी।
कादरी की हत्या इस साल कश्मीर में एक पुलिस अधिकारी की सातवीं और इस महीने श्रीनगर में तीसरी हत्या थी। 13 मई को दक्षिण कश्मीर के पुलवामा जिले में विशेष पुलिस अधिकारी रियाज अहमद थोकर की गोली मारकर हत्या कर दी गई थी।
52 वर्षीय रंजीत सिंह, जो जम्मू क्षेत्र से भी था, इसी महीने बारामूला में एक शराब की दुकान के अंदर ग्रेनेड हमले में मारा गया था, जिस दिन भट की गोली मारकर हत्या कर दी गई थी।
पूर्व मुख्यमंत्री महबूबा मुफ्ती ने शिक्षक की हत्या की निंदा की और कश्मीर के सामान्य होने के “फर्जी दावों” को लेकर केंद्र पर निशाना साधा। उन्होंने कहा कि यह स्पष्ट है कि लक्षित नागरिक हत्याएं बढ़ रही हैं और चिंता का एक गहरा कारण है। मुफ्ती ने कहा कि यह “कायरता का कार्य” दुखद रूप से भारतीय जनता पार्टी (भाजपा) द्वारा “मुस्लिम विरोधी शातिर कथा” में खेलता है।
एक अन्य पूर्व मुख्यमंत्री उमर अब्दुल्ला ने कहा: “यह निहत्थे नागरिकों पर निर्देशित हालिया हमलों की एक लंबी सूची में एक और लक्षित हत्या है। निंदा और शोक के शब्द खोखले होते हैं और सरकार का आश्वासन भी मिलता है कि स्थिति सामान्य होने तक वे चैन से नहीं बैठेंगे। मृतक को शांति मिले।
