कच्चे तेल की बिक्री: कैबिनेट ने घरेलू स्तर पर उत्पादित कच्चे तेल की बिक्री को नियंत्रण मुक्त करने की मंजूरी दी

नई दिल्ली/जीजेडी न्यूज: केंद्रीय मंत्रिमंडल ने बुधवार को एक महत्वपूर्ण कदम में सरकार के राजस्व को बढ़ावा देने के लिए घरेलू स्तर पर उत्पादित कच्चे तेल की बिक्री के नियंत्रण को मंजूरी दे दी, केंद्रीय मंत्री अनुराग ठाकुर ने पीटीआई की सूचना दी। इस कदम का उद्देश्य सभी अन्वेषण और उत्पादन (ईएंडपी) कंपनियों के लिए विपणन स्वतंत्रता सुनिश्चित करना है क्योंकि वे अब घरेलू बाजार में अपने क्षेत्रों से तेल बेचने के लिए स्वतंत्र होंगी। हालांकि, कंपनियां घरेलू स्तर पर उत्पादित तेल को दूसरे देशों में निर्यात नहीं कर पाएंगी। 1 अक्टूबर से प्रोडक्शन शेयरिंग कॉन्ट्रैक्ट्स (पीएससी) में सरकार या उसके नामित या सरकारी कंपनियों को कच्चा तेल बेचने की शर्त माफ कर दी जाएगी।
ठाकुर ने कहा, “मंत्रिमंडल ने घरेलू स्तर पर उत्पादित कच्चे तेल की बिक्री को नियंत्रण मुक्त करने को मंजूरी दे दी है। इसे अक्टूबर 2022 से लागू किया जाएगा। अब कंपनियां अपना कच्चा तेल सरकारी कंपनियों के साथ घरेलू बाजार में किसी भी निजी कंपनी को बेच सकती हैं।
मंत्री ने कहा, “यह लंबे समय में आयात में कटौती करेगा,” जबकि “कोई राजस्व हानि नहीं होगी। इसका अनिवार्य रूप से मतलब है कि उत्पादक घरेलू बाजार में अपने खेतों से तेल बेचने के लिए स्वतंत्र होंगे। भारत अपनी जरूरत का 85 फीसदी कच्चे तेल का आयात करता है। कच्चे तेल की ऊंची कीमतों का अर्थव्यवस्था पर मुद्रास्फीति का प्रभाव पड़ता है और इसके व्यापक आर्थिक संकेतकों को चोट पहुंचती है।
रिपोर्ट के मुताबिक, भारत के घरेलू कच्चे तेल के उत्पादन में वित्त वर्ष 2014-15 से लगातार गिरावट आ रही है। मांग में खटास के बावजूद घरेलू उत्पादन में गिरावट के कारण आयात में लगातार वृद्धि हुई है। FY21-22 में, भारत का कच्चे तेल का उत्पादन 29.69 मिलियन टन था, जो एक साल पहले के 30.5 मिलियन टन उत्पादन से 2.63 प्रतिशत कम था। ठाकुर ने कहा कि यह वर्ष के लिए 33.61 मिलियन टन के लक्ष्य से 11.67 प्रतिशत कम था। एक अन्य विकास में, मंत्रिमंडल ने 63,000 प्राथमिक कृषि ऋण समितियों के कम्प्यूटरीकरण के लिए 2,516 करोड़ रुपये को मंजूरी दी।
