‘संघवाद का सम्मान सिद्धांत’: पंजाब के मुख्यमंत्री ने चंडीगढ़ को राज्य में स्थानांतरित करने का प्रस्ताव रखा

नई दिल्ली/जीजेडी न्यूज: पंजाब के मुख्यमंत्री भगवंत मान ने शुक्रवार को राज्य विधानसभा में चंडीगढ़ को तत्काल पंजाब स्थानांतरित करने के लिए एक प्रस्ताव पेश किया। यह प्रस्ताव तब आया जब पंजाब विधानसभा ने केंद्र शासित प्रदेश चंडीगढ़ के कर्मचारियों के लिए केंद्रीय सेवा नियमों का विस्तार करने के केंद्र सरकार के फैसले पर चर्चा करने के लिए एक दिवसीय विशेष सत्र आयोजित किया।
सदन में प्रस्ताव पेश करते हुए, सीएम भगवंत मान ने केंद्र से संविधान में निहित संघवाद के सिद्धांतों का सम्मान करने का आग्रह किया, साथ ही किसी भी ऐसे कदम नहीं उठाने का आग्रह किया जो चंडीगढ़ के प्रशासन और अन्य सामान्य संपत्ति के संतुलन को बिगाड़ सकता है।
पंजाब को पंजाब पुनर्गठन अधिनियम, 1966 के माध्यम से पुनर्गठित किया गया था, जिसमें पंजाब राज्य को हरियाणा राज्य में पुनर्गठित किया गया था, केंद्र शासित प्रदेश चंडीगढ़ और पंजाब के कुछ हिस्सों को तत्कालीन केंद्र शासित प्रदेश हिमाचल प्रदेश को दिया गया था। तब से भाखड़ा ब्यास प्रबंधन बोर्ड (बीबीएमबी) जैसी सामान्य संपत्ति के प्रशासन में संतुलन बनाए रखा गया था, पंजाब राज्य और हरियाणा राज्य के नामांकित व्यक्तियों को कुछ अनुपात में प्रबंधन की स्थिति देकर। इसकी कई हालिया कार्रवाइयों के माध्यम से केंद्र सरकार इस संतुलन को बिगाड़ने की कोशिश कर रही है।
प्रस्ताव में उल्लेख किया गया है कि केंद्र ने सभी राज्यों और केंद्र सरकार के अधिकारियों को बीबीएमबी के सदस्यों के पदों का विज्ञापन दिया, जबकि इन पदों को पारंपरिक रूप से पंजाब और हरियाणा के अधिकारियों द्वारा भरा जाता था। इसी तरह, चंडीगढ़ प्रशासन को हमेशा पंजाब और हरियाणा के अधिकारियों द्वारा 60:40 के अनुपात में प्रबंधित किया गया है।

सीएम भगवंत मान ने उल्लेख किया कि सदन ने अतीत में केंद्र सरकार से चंडीगढ़ को पंजाब स्थानांतरित करने का आग्रह करते हुए कई प्रस्ताव पारित किए हैं।
उन्होंने पीटीआई के हवाले से कहा, “सद्भाव बनाए रखने और लोगों की भावनाओं को ध्यान में रखते हुए, यह सदन एक बार फिर राज्य सरकार से केंद्र सरकार के साथ मामला उठाने की सिफारिश करता है ताकि चंडीगढ़ को तुरंत पंजाब स्थानांतरित किया जा सके।”
संकल्प में कहा गया है, “यह सदन केंद्र सरकार से हमारे संविधान में निहित संघवाद के सिद्धांतों का सम्मान करने और चंडीगढ़ के प्रशासन और बीबीएमबी जैसी अन्य सामान्य संपत्तियों के संतुलन को बिगाड़ने वाला कोई कदम नहीं उठाने का अनुरोध करता है।”
केंद्रीय सेवा नियमों पर अमित शाह की घोषणा
केंद्रीय गृह मंत्री अमित शाह की घोषणा के लगभग एक सप्ताह बाद एक दिवसीय विशेष विधानसभा सत्र आयोजित किया गया था कि केंद्रीय सेवा नियम केंद्र शासित प्रदेश चंडीगढ़ के कर्मचारियों पर लागू होंगे।
अमित शाह की घोषणा ने सत्तारूढ़ आप, कांग्रेस और शिअद नेताओं की तीखी प्रतिक्रिया व्यक्त की, जिन्होंने भाखड़ा ब्यास प्रबंधन बोर्ड (बीबीएमबी) के नियमों में बदलाव के बाद इसे “पंजाब के अधिकारों के लिए एक और बड़ा झटका” करार दिया।
केंद्रीय गृह मंत्री के अनुसार, इस कदम से चंडीगढ़ यूटी के कर्मचारियों को लाभ होगा क्योंकि उनकी सेवानिवृत्ति की आयु 58 से बढ़कर 60 वर्ष हो जाएगी और महिला कर्मचारियों को वर्तमान एक वर्ष के बजाय दो वर्ष का चाइल्डकैअर अवकाश मिलेगा।
हालांकि, सीएम भगवंत मान ने कहा कि यह पंजाब पुनर्गठन अधिनियम के खिलाफ है, जबकि पंजाब चंडीगढ़ पर अपने सही दावे के लिए लड़ेगा।
