नई दिल्ली: सुप्रीम कोर्ट ने सोमवार को केंद्र को निर्देश दिया कि वह पिछले हफ्ते प्रधानमंत्री की पंजाब यात्रा के दौरान सुरक्षा में कथित उल्लंघन की जांच के लिए एक पैनल गठित करे। शीर्ष अदालत के आदेश के अनुसार, एक पूर्व एससी न्यायाधीश पैनल का नेतृत्व करेंगे। इसमें डीजीपी चंडीगढ़, राष्ट्रीय जांच एजेंसी (एनआईए) के आईजी, पंजाब और हरियाणा हाईकोर्ट के रजिस्ट्रार जनरल भी शामिल होंगे।

सुनवाई के दौरान, अदालत ने कहा कि “एक उल्लंघन था और पंजाब सरकार ने भी स्वीकार किया है”। “सवाल यह है कि यदि कोई जांच होती है, तो उसका दायरा क्या होगा। यदि आप अधिकारियों के खिलाफ अनुशासनात्मक कार्रवाई करना चाहते हैं तो इस अदालत को क्या देखना है?
अदालत ने केंद्र सरकार से यह भी कहा कि उसके द्वारा पंजाब के अधिकारियों को जारी कारण बताओ नोटिस “स्व-विरोधाभासी” है। इसमें कहा गया है, “एक समिति का गठन करके, केंद्र यह जांच करना चाहता है कि क्या विशेष सुरक्षा समूह (एसपीजी) अधिनियम का उल्लंघन हुआ है और फिर वह पंजाब के मुख्य सचिव और महानिदेशक को दोषी ठहराती है। अदालत ने आगे केंद्र और पंजाब दोनों सरकारों से इस मामले में अपनी जांच आगे नहीं बढ़ाने को कहा।
