उपायुक्त एवं जिला आपदा प्रबंधन प्राधिकरण की चेयरमैन शरणदीप कौर बराड़ ने कोविड-19 से बचाव के लिए राज्य सरकार द्वारा जारी किए गए निर्देशों की सख्ती से पालना सुनिश्चित करने के लिए आपदा प्रबंधन अधिनियम 2005 की धारा 30 के अंतर्गत तहत आदेश जारी किए है। यह आदेश तुरंत प्रभाव से लागू होंगे।
रेस्टारेंट व होटल संचालक कर सकेंगे होम डिलीवरी, दुग्ध उत्पादों से सम्बन्धित दुकाने खुलेंगी रात्रि 9 बजे तक, फल सब्जियों की दुकाने, वैंडर्स व हॉकर, अंडा-मीट की दुकाने खुलेंगी रात्रि 8 बजे तक, पेट्रोल पम्प, दवाईयों की दुकाने, आपातकालीन ओपीडी 24 घंटे रहेंगी खुली, रात्रि 10 बजे से सुबह 5 बजे तक रहेगा नाईट कफ्र्यू, नियमों की अवहेलना करने पर आपदा प्रबंधन अधिनियम के तहत होगी कार्रवाई
एसएस न्यूज.कुरुक्षेत्र। उपायुक्त एवं जिला आपदा प्रबंधन प्राधिकरण की चेयरमैन शरणदीप कौर बराड़ ने कोविड-19 से बचाव के लिए राज्य सरकार द्वारा जारी किए गए निर्देशों की सख्ती से पालना सुनिश्चित करने के लिए आपदा प्रबंधन अधिनियम 2005 की धारा 30 के अंतर्गत तहत आदेश जारी किए है। यह आदेश तुरंत प्रभाव से लागू होंगे।
जिलाधीश ने जारी आदेशों में कहा कि जिला मे स्थित सभी दुकानें, व्यवसायिक संस्थान सायं 6 बजे तक ही खुले रहेंगे। जिला में स्थित रेस्टोरेंट, हलवाई की दुकाने, खाद्य पदार्थ, बेकरीज, कंफेक्शनरीज, कैफे, रेहड़ी, फूड वैन व इसी प्रकार के अन्य स्थान सायं 6 बजे तक खुले रहेंगे। सायं के 6 बजे के बाद इन स्थानों पर ग्राहकों को बिठाकर खाना व समान नहीं परोसा जा सकता केवल रात्री 9 बजे तक पैकिंग और होम डिलीवरी सेवाएं दी जा सकती है। दूध डेयरी, पनीर, दही, घी इत्यादि से सम्बंधित दुकानें रात को 9 बजे तक, फल सब्जियों की दुकानें तथा फल सब्जियां बेचने वाले वेंडरस और हॉकर, अंडा, मीट की दुकानें सायं 8 बजे तक खोली जा सकती है।
उन्होंने कहा कि दवाईयों की दुकानें, आपातकालीन ओपीडी, पैट्रोल पंप इत्यादि जरूरी सेवाओं से जुड़ी दुकाने व संस्थान 24 घंटे खुले रहेंगे। उन्होंने बताया कि 65 वर्ष से अधिक आयु के नागरिक, विभिन्न बिमारियों से पीडि़त लोग, गर्भवती महिलाएं, 10 वर्ष से कम आयुवर्ग के बच्चे घर पर ही रहें और बहुत जरूरी कार्य या स्वास्थ्य कारणों से ही बाहर जाएं। उन्होंने आमजन से अपील की कि वे घर से बाहर जाते समय मास्क का प्रयोग करें, बार-बार पर साबुन से हाथ साफ करें, सामाजिक दूरी के नियमों का पालन करे और भीड़भाड़ वाले क्षेत्रों पर जाने से परहेज करे। उन्होंने कहा कि रात्रि 10 बजे से सुबह 5 बजे तक किसी को भी घर से बाहर जाने की अनुमति नहीं होगी। पुलिस को सख्त आदेश दिए गए हैं कि नियमों का पालन हो, अवहेलना करने वालों के खिलाफ सख्त कदम उठाएं, परंतु किसी के साथ अनावश्यक रुप से गलत व्यवहार न हो, इसका भी विशेष ध्यान रखा जाए।

उन्होंने कहा कि रात्रि कफ्र्यू के दौरान कुछ व्यक्तियों व सेवाओं को छूट रहेगी। इसके तहत जो व्यक्ति कानून और व्यवस्था में लगे है, आपातकाल व निकाय की सेवाएं, कार्यकारी मैजिस्ट्रेट, पुलिसकर्मी, मिल्ट्री/वर्दी में सीएपीएफ कर्मी, स्वास्थ्य, विद्युत, अग्रिशमन, मान्यता प्राप्त मीडियाकर्मी और ऐसी सरकारी मशीनरी जो कोविड-19 से संबंधित ड्यूटी पर लगी है (सभी पहचान पत्र दिखाने पर), को छूट रहेगी। इसी प्रकार आवागमन प्रतिबंधित कफ्र्यू में सम्बन्धित एसडीएम के द्वारा जारी किए गए पास होल्डर को भी छूट रहेगी। अंतर्राज्जीय और राज्य से बाहर जरूरी व गैर जरूरी सामान लाने ले जाने पर रोक नहीं होगी। सभी वाहन/व्यक्तियों का राज्य में और राज्य से बाहर आवागमन रहेगा लेकिन छूट प्रस्थान से लेकर गन्तव्य तक की जांच के बाद मिलेगी। अस्पताल, दवाई की दुकानें व एटीएम 24 घंटे खुले रखे जा सकेंगे। गर्भवती महिलाएं और दवाई या स्वास्थ्य सेवाएं प्राप्त करने के रोगी को छूट रहेगी। एयरपोर्ट, रेलवे स्टेशन व आईएसबीटी पर जाने व वापिस आने वाले यात्रियों को भी इसकी छूट रहेगी।
उन्होंने कहा कि पुलिस अधीक्षक कुरुक्षेत्र, सभी सम्बन्धित एसडीएम, नगर परिषद व नगर पालिका के सचिव, सभी बीडीपीओ, थाना प्रभारी व डयूटी मैजिस्ट्रेट इन आदेशों की पालना करवाना सुनिश्चित करेंगे। इन आदेशों की अवहेलना करने वाले के खिलाफ आपदा प्रबंधन अधिनियम 2005 की धारा 51 से 60 के तहत कार्यवाही अमल मे लाई जाएगी।
रात्रि कफ्र्यू के दौरान क्या-क्या रहेगा प्रतिबंधित
उपायुक्त शरणदीप कौर बराड़ ने कहा कि रात्रि कफ्र्यू के दौरान रात्रि 10 बजे से सुबह 5 बजे तक बाजार, दुकानें, ढाबे, मॉल, सिनेमा, मैरिज पैलेस, होटल, रैस्टोरेंट, धार्मिक आयोजन, पार्क, धार्मिक स्थल, स्वीमिंग पुल आदि बंद रहेंगे। पुलिस रात्रि कफ्र्यू के दौरान सतर्क रहे। सभी थाना प्रबंधक कफ्र्यू के दौरान सरकार के आदेशों की सख्ती से पालना करवानी सुनिश्चित करेंगे।
