35वां सूरजकुंड मेला: अंतरराष्ट्रीय शिल्प मेले में बढ़ रहा है लोगों का रूझान
जिला विधिक सेवा प्राधिकरण के चेयरमैन तथा जिला एवं सत्र न्यायाधीश के अलावा प्राधिकरण के सचिव एवं मुख्य न्यायिक दंडाधिकारी की देखरेख में स्टॉल में फ्लैक्सों के माध्यम से लोगों को मौलिक कर्तव्यों, मुफ्त कानूनी सहायता, गिरफ्तारी पूर्व कानूनी सहायता, हरियाणा पीडित मुआवजा योजना तथा लोक अदालत के बारे में पूर्ण जानकारी दी जा रही है।

सूरजकुंड/फरीदाबाद: 35वें सूरजकुंड अंतरराष्ट्रीय शिल्प मेले में जहां एक ओर विभिन्न देशों व प्रदेशों के शिल्पकार व कलाकार दर्शकों को अपनी कलाकृतियों की ओर आकर्षित कर रहे हैं, वहीं हरियाणा राज्य विधिक सेवा प्राधिकरण द्वारा सभी के लिए सुलभ न्याय की पहुंच बनाने के लिए मेला परिसर में आने वाले दर्शकों में कानूनी जागरूकता फैलाने का कार्य किया जा रहा है। जैसे-जैसे शिल्प मेला अपने शबाब की ओर बढ़ रहा है, वैसे-वैसे प्राधिकरण द्वारा मेला परिसर में लगाए गए स्टॉल कें प्रति लोगों का रूझान बढ़ता जा रहा है।
जिला विधिक सेवा प्राधिकरण के चेयरमैन तथा जिला एवं सत्र न्यायाधीश के अलावा प्राधिकरण के सचिव एवं मुख्य न्यायिक दंडाधिकारी की देखरेख में स्टॉल में फ्लैक्सों के माध्यम से लोगों को मौलिक कर्तव्यों, मुफ्त कानूनी सहायता, गिरफ्तारी पूर्व कानूनी सहायता, हरियाणा पीडित मुआवजा योजना तथा लोक अदालत के बारे में पूर्ण जानकारी दी जा रही है। प्राधिकरण द्वारा एलईडी स्क्रीन के माध्यम से लोगों में कानूनी जागरूकता की जा रही है।
प्राधिकरण के पैनल अधिवक्ताओं द्वारा स्टॉल पर पहुंचने वाले लोगों को विभिन्न कानूनों की जानकारी दी जा रही है तथा प्रचार सामग्री भी वितरित की जा रही है। हरियाणा पीडित मुआवजा योजना के तहत यदि आप किसी अपराध से पीडित है तो आपको मुआवजा पाने का हक है। इस योजना के तहत एसिड हमला, नाबालिग का शरीरिक शोषण, मानव तस्करी से पीडित का पूर्नवास, यौन उत्पीडन (बलात्कार का छोडकर), मृत्यु, 80 प्रतिशत या इससे अधिक स्थाई विकलांगता, 40 से 80 प्रतिशत तक आंशिक विकलांगता, शरीर के 25 प्रतिशत से अधिक जलने से प्रभावित (एसिड हमले के मामलों को छोडकर), सीमा पार से गोलीबारी के शिकार इस योजना के तहत मुआवजा प्राप्त करने के हकदार हैं।
स्टॉल में लोक अदालत के माध्यम से अपने लंबित मामलों को निपटाने के लिए लोगों को प्रोत्साहित किया जा रहा है। ऐसा करने से अदालत में पहुंचने से पहले ही उनका निपटारा लोक अदालत के माध्यम से किया जा सकता है। यदि आपका कोई विवाद न्यायालय में लंबित है या फिर कोई विवाद अभी तक कोर्ट में पहुंचा ही नहीं है और आप उसे आपसी समझौते से निपटाना चाहते हैं तो लोक अदालत के माध्यम से इसका स्थाई समाधान संभव है।
प्राधिकरण द्वारा मुफ्त कानूनी सेवाओं के बारे में भी लोगों को जागरूक किया जा रहा है। मुफ्त कानूनी सहायता पात्र व्यक्तियों को उपलब्ध करवाई जाती है, जो उनका संवैधानिक व कानूनी अधिकार है। इसके तहत अनुसूचित जाति व जनजाति के सदस्यों, मनुष्यों का अवैध व्यापार व पीडित व्यक्ति, स्त्रियां व बच्चे, विभिन्न बीमारियों से ग्रस्त व्यक्ति, बिन आपदा से ग्रस्त व्यक्ति औद्यौगिक कामगार, जनहित याचिका, किशोर अपराधी, तीन लाख रुपए से कम वार्षिक आय वाले व्यक्ति, स्वतंत्रता सेनानी या आश्रित, वरिष्ठï नागरिक, दंगा पीडित व उनके परिजन, किन्नर व एचआईवी या एड्स से पीडित व्यक्तियों को मुफ्त कानूनी सहायता उपलब्ध करवाई जाती है।
विधिक सेवा प्राधिकरण द्वारा लोगों को मध्यस्थता के बारे में भी लोगों को जानकारी दी जा रही है। मध्यस्थता एक निष्पक्ष मध्यस्थ की सहायता से सुगमता पूर्वक विवादों को निपटाने का एक प्रयास है। इससे विवाद का अविलंब व शीघ्र समाधान होता है तथा न्यायालयों में चक्कर लगाने से राहत मिलती है। यह अत्यधिक सरल व सुविधाजनक तरीका है। विवाद का पूर्ण निपटारा होता है। इसके बाद कोई अपील या पूर्ण विचार नहीं होता। मध्यस्थता द्वारा विवाद निपटने पर संपूर्ण न्यायालय शुल्क वापिस दिया जाता है।
