यूरोपीय परिषद के अध्यक्ष चार्ल्स मिशेल और यूरोपीय आयोग के अध्यक्ष उर्सुला वॉन डेर लेयेन ने एक बयान में कहा, रूसी राष्ट्रपति व्लादिमीर पुतिन की सोमवार की घोषणा, डोनेट्स्क और लुहान्स्क में रूसी सैनिकों की तैनाती पर एक घोषणा को चिह्नित करने के बाद, “अवैध और अस्वीकार्य” है।
