हरियाणा में डॉक्टरों की हड़ताल : हरियाणा में डॉक्टरों की 3 सूत्रीय मांगों को लेकर की हड़ताल ; सिविल अस्पतालों में ओपीडी सेवाएं ठप
हरियाणा सिविल मेडिकल सर्विसेज एसोसिएशन (एचसीएमएसए) के बैनर तले विरोध प्रदर्शन करते हुए डॉक्टरों ने आरोप लगाया कि हरियाणा सरकार ने उनकी मांगों की अनदेखी की है और राज्य के स्वास्थ्य मंत्री अनिल विज द्वारा उनसे किए गए वादों से पीछे हट गए हैं।
सोनीपत: राज्य भर के सिविल अस्पतालों में डॉक्टरों द्वारा दी गई हड़ताल के आह्वान से अनजान, मरीजों और उनके परिचारकों को मंगलवार सुबह आउट पेशेंट विभागों (ओपीडी) के बाहर इंतजार करते देखा गया, जबकि अधिकारियों को कर्मचारियों की कमी से निपटने के लिए वैकल्पिक व्यवस्था करने के लिए संघर्ष करना पड़ा।
हरियाणा सिविल मेडिकल सर्विसेज एसोसिएशन (एचसीएमएसए) के बैनर तले विरोध प्रदर्शन करते हुए डॉक्टरों ने आरोप लगाया कि हरियाणा सरकार ने उनकी मांगों की अनदेखी की है और राज्य के स्वास्थ्य मंत्री अनिल विज द्वारा उनसे किए गए वादों से पीछे हट गए हैं।
हालांकि, उन्होंने कहा, आपातकालीन और कोविड -19 उपचार प्रभावित नहीं होगा, लेकिन हड़ताल के दौरान ओपीडी सेवाएं प्रभावित होंगी। करनाल के सिविल अस्पताल में एक प्रदर्शनकारी डॉक्टर ने कहा, “हम मरीजों को कोई नुकसान नहीं पहुंचाना चाहते हैं, लेकिन हमारे पास सरकार से हमारी समस्याओं के समाधान के लिए कोई रास्ता नहीं बचा है।
प्रदर्शनकारी विशेषज्ञ डॉक्टरों के लिए प्रोत्साहन की मांग कर रहे हैं और 40 प्रतिशत सेवारत उम्मीदवारों को स्नातकोत्तर सेवाओं में लाभ दिया जाना चाहिए। वे वरिष्ठ चिकित्सा अधिकारियों (एसएमओ) की सीधी भर्ती के सरकार के फैसले का विरोध कर रहे हैं। “14 वर्षों से, मैं करनाल में एकमात्र रेडियोलॉजिस्ट हूं और यहां तक कि मुझे आसपास के जिलों का भी दौरा करना पड़ता है। प्रोत्साहन और विशेषज्ञ कैडर राज्य में रेडियोलॉजिस्ट की ताकत बढ़ाने में मदद करेंगे।
इस बीच, करनाल में अधिकारी मरीजों को असुविधा से बचाने के लिए इंटर्न के अलावा संविदा और सेवानिवृत्त डॉक्टरों की सेवाएं लेकर ओपीडी चला रहे हैं. करनाल के मुख्य चिकित्सा अधिकारी योगेश कुमार ने कहा कि हड़ताल का ओपीडी सेवाओं पर कोई असर नहीं पड़ा है क्योंकि वैकल्पिक व्यवस्था की गई है।
रोहतक के सिविल सर्जन डॉ जेएस पुनिया ने कहा कि अस्पताल के 42 डॉक्टरों में से 20 डॉक्टर ओपीडी सेवाओं में काम कर रहे हैं। “मैंने डॉक्टरों और अन्य कर्मचारियों को यह सुनिश्चित करने का निर्देश दिया है कि कोई भी मरीज बिना इलाज के घर न जाए। मैं व्यक्तिगत रूप से स्थिति की निगरानी कर रहा हूं। झज्जर के सिविल सर्जन डॉ संजय दहिया ने भी आश्वासन दिया कि मरीजों को परेशानी नहीं होगी।
एचसीएमएसए के अध्यक्ष डॉ जसबीर सिंह परमार ने कहा कि एसोसिएशन से जुड़े 3,000 से अधिक डॉक्टर विशेषज्ञ कैडर बनाने, वरिष्ठ चिकित्सा अधिकारियों (एसएमओ) की सीधी भर्ती को रोकने और स्नातकोत्तर नीति में संशोधन की मांग कर रहे हैं।
अंबाला और यमुनानगर के सिविल अस्पतालों में ओपीडी सेवाएं बुरी तरह प्रभावित हैं। परमार ने कहा, ‘हमें सरकार की ओर से अतिरिक्त मुख्य सचिव (एसीएस), वित्त, टीवीएसएन प्रसाद से मिलने के लिए बुलाया गया था। हालांकि, अधिकारी को तेज बुखार था और बैठक रद्द हो गई। बाद में, राज्य कार्यकारी निकाय ने संकल्प लिया कि एचसीएमएस के डॉक्टर पूरे हरियाणा में सामूहिक आकस्मिक अवकाश पर रहेंगे।
उन्होंने कहा कि 12 और 13 जनवरी को सभी सेवाएं रूटीन के मुताबिक मुहैया कराई जाएंगी, लेकिन 14 जनवरी से डॉक्टरों की मांगें पूरी होने तक इमरजेंसी/कोविड और पोस्टमॉर्टम समेत सेवाएं पूरी तरह बंद रहेंगी। इससे पहले, डॉक्टरों को 13 दिसंबर को भी इसी तरह की हड़ताल करने वाली थी, लेकिन विज के साथ बैठक के बाद इसे स्थगित कर दिया, जिन्होंने उन्हें आश्वासन दिया था कि उनके सभी मुद्दों का समाधान किया जाएगा।
एसीएस (स्वास्थ्य) राजीव अरोड़ा और विज टिप्पणी के लिए उपलब्ध नहीं थे, जबकि मुख्यमंत्री मनोहर लाल खट्टर ने शुक्रवार को कहा था कि स्वास्थ्य मंत्री ने डॉक्टरों के साथ बैठक की और जल्द ही एक समाधान निकाला जाएगा।
