आयोग ने इस संबंध में कोई निर्देश जारी नहीं किए हैं। खुद से सत्यापित एक शपथ-पत्र (एफिडेविट) देना होगा, जिसमें अपने से संबंधित सभी पुलिस केस की जानकारी उस शपथ पत्र में देनी होगी। इसी के आधार पर नामांकन भरा जा सकता है।

सोनीपत: उपायुक्त एवं जिला निर्वाचन अधिकारी (पंचायत) ललित सिवाच ने कहा कि पंचायती राज संस्थाओं के चुनाव में अलग-अलग पदों के लिए नामांकन कर रहे उम्मीदवारों को पुलिस सत्यापन प्रमाण पत्र देने की कोई आवश्यकता नहीं है। आयोग ने इस संबंध में कोई निर्देश जारी नहीं किए हैं। खुद से सत्यापित एक शपथ-पत्र (एफिडेविट) देना होगा, जिसमें अपने से संबंधित सभी पुलिस केस की जानकारी उस शपथ पत्र में देनी होगी। इसी के आधार पर नामांकन भरा जा सकता है।
सिवाच ने कहा कि पंच, सरपंच, पंचायत समिति सदस्य और जिला परिषद सदस्य के उम्मीदवार को मूल निवासी प्रमाण पत्र (डोमिशाइल सर्टिफिकेट) देने की आवश्यकता नहीं है। चुनाव लडने वाले उम्मीवादर का नाम संबंधित पंचायत, पंचायत समिति व जिला परिषद की मतदाता सूची में होना जरुरी है। राज्य निर्वाचन आयोग द्वारा दी गई हिदायतों पर ही विश्वास करें, अन्य अफवाहों पर ध्यान न दें।
पंच, सरपंच, पंचायत समिति सदस्य और जिला परिषद सदस्य के लिए जो भी उम्मीदवारों को केवल अपने से जुड़ा नो-ड्यूज सर्टिफिकेट देना होगा। उस व्यक्ति पर यदि कोई देनदारी नहीं है तो वह चुनाव लड़ सकता है। उन्होंने कहा कि यह संशय बना हुआ था कि यदि परिवार के किसी सदस्य पर सहकारी बैंक, बिजली विभाग, कृषि लोन की देनदारी है तो उस परिवार का अन्य सदस्य क्या चुनाव लड़ सकता है या नहीं? आयोग ने इस संबंध में अब स्थिति को साफ कर दिया है।
